Effective January 1, 2004 everyone
(all ages) must have completed a minimum 8 hour safe boating class
and carry their card with them while operating a personal water
craft (PWC) on NYS waters. Information on the 2010 Boater

TAX INFORMATION
Please
note—beginning April 1st, 2010, the Town of Gaines Tax
Collector will be charging a $2.00 service fee with tax payments.
Also, please be sure that you are paying the correct monthly amount;
we cannot accept a January amount during February, March or April.

Certificates
Please note that if you were raised in the Town of Gaines, it does
not necessarily mean that your Birth Certificate will be on record
in the Clerk’s office. Your Birth Certificate will ONLY be on record
in the Gaines Clerk’s office if you were physically born within the
Town. If we do have the Birth Certificate in question, you may only
obtain it if you are the following:

Board Meetings
All meetings are open to the public. Refer to
the Town of Gaines
calendar for scheduled dates, or the Batavia Daily News for
official Legal Notices.

The Gaines Town Board meets at 7:30pm on
the second Tuesday of every month and twice in December, at the
Gaines Town Hall.

The Gaines Zoning Board meets only when
necessary at the Gaines Town Hall.

The Orleans County Planning Board meets on
the fourth Thursday of every month at 7:00pm in Conference Room
C of the 1st floor in the County Office Building on
Route 31, Albion.

Dog Licenses
Dog Licenses are
required for any dog 4 months and older in the Town of Gaines. In
order to receive a license for your dog, you must present your dog’s
general information (age, color, name, gender, etc.) and proof of a
current rabies vaccination to the Town Clerk. If your dog is not
spayed or neutered, the fee for a license is $15.00, and if your dog
is spayed or neutered and you supply proof of such, the fee for a
license is $7.00.
The first time you license your dog, you will receive
a tag which must be placed on your dog’s color. For all following
yearly renewals, you will just receive a copy of the paper
registration for your records. If your dog’s tag becomes lost, you
must order a new one at the Town Clerk’s Office for $3.00 (each.)
You will receive your replacement tag in the mail from New York
State.
If you have moved from a
different state or town, and your lawful residence has changed to
Gaines, you must acquire a Dog License from the Gaines Town Clerk,
(whether your dog’s license has expired or not.) If you fail to
license your dog in the Town of Gaines, legal action will be taken.

AS DETERMINED BY NEW YORK STATE
The fee is $5.00 for any license privilege
and $10.00 for each carcass tag set.
(i.e. lost Sportsman, Bow and Turkey Licenses would
cost the applicant $15.00 to replace the three
license privileges and $30.00 to replace the three
tag sets.) A license with bundled items like the
Super Sportsman can be replaced for $5.00 for the
license and $10.00 for all tags since they printed
out as a set. Backtags are replaced at no cost. |

LIFETIME RESIDENT LICENSES
Applicants must prove New York State residency for
one year prior to application. Acceptable residency
proofs are the same as for annual licenses with the
exception of the one-year requirement. When
purchasing a lifetime license for a child, the
purchaser must bring a copy of the child’s birth
certificate and a copy of the parent’s residency

Location
The Gaines Town Hall is
located on Route 104/Ridge Road West in the Town of Albion. For
those coming from the North, South or East, the Hall is
approximately a mile west from the intersection of Route 98/Oak
Orchard Road and Route 104/Ridge Road; the intersection is notable
for Tillman’s Village Inn, JP Market II and the surrounding
Cobblestone Society Museums. For those coming from the West, the
Town Hall is approximately a quarter of a mile from Route 279/Gaines
Road (south), Gaines-Waterport Road (north.)

Marriage Licenses and
Certificates
You do not have to live in the
Town of Gaines to apply for a marriage license at the Gaines Town
Hall; on the same token, if you lived in Gaines at the time you were
married in the past, we may not have your records on file, because
it is entirely possible that you acquired your license in another
Town nearby—most likely Albion, Barre, Carlton, Clarendon, Ridgeway,
etc. If we do have your marriage record on file, we will charge a
$10.00 fee for a certified copy. If you cannot find record of your
marriage in any of the listed towns, please contact:

Also, the application process
for marriage licenses is somewhat time consuming, and we appreciate
applicants to come before 2:30pm if at all possible. Please have
your Driver’s Licenses (or Passport), Social Security Numbers, and
official raised-seal Birth Certificates (with documentation of both
parents country of origin and maiden names) for both Bride and
Groom. If you have previously been divorced, we must see the
official time-stamped, raised-seal declaration of the date that your
last marriage(s) ended.
The cost of the license is
$40.00. (We charge $30.00 for the application fee and $10.00 for the
Certified Copy of your Marriage Certificate.) In addition, please be

completed by the Town Clerk to be married by an officiant. Once the
ceremony concludes, the officiant will sign and mail it to the

Parking
Permits for Persons with Disabilities
Your doctor must fill out an
MV-664 in order for you to obtain a parking permit. You must bring
the form to the Gaines Town Clerk ONLY if you reside in Gaines.

License (or a non-driver’s I.D. or that of your guardian.)
Prescriptions will not be accepted in lieu of the MV-664 form. There
is no charge for a parking permit for persons with disabilities, and
there is a limit of two (2) permits per person with disability.
Recycling
and Garbage Collection
Recycling and garbage
collection is done on Tuesdays in the Town of Gaines. If you need
replacement recycling bins, you may purchase them for $7.00 each
from the Orleans County Real Property Office in Albion. Call
(585)589-5400 if you have inquiries regarding recycling bins. Please
note you only receive a free recycling bin if you have
recently built a new home.
The Town of Gaines is not accountable for trash
collection. The County maintains a contract with NEI Waste
Services, Inc. and Modern Recycling, Inc., both A

has been amended in 1993, 1995, 1997, 2002 and 2004. The book can be
